A fan can look correctly sized because its maximum airflow exceeds the project requirement, yet still fail to deliver the scheduled volume after it is connected to the real duct system.

The reason is usually pressure. Filters, coils, silencers, long ducts, elbows, dampers and terminal devices all add resistance. The fan must generate enough pressure at the required airflow to overcome that resistance.
